The Nigerian Correctional Service (NCoS) has described the allegation that some of it’s officials are in the habit of arranging for convicts to evade serving terms as wild, unsubstantiated, unpatriotic and most unfortunate.
A respected human rights lawyer, Chief Femi Falana (SAN) has alleged last week during a media session titled, “Forget the past, forfeit the future: A nation seceding from humanity”, that some officials of the Nigerian Correctional Service (NCoS) allow criminals to escape court verdicts by getting young men who will serve jail terms for criminals.
In a reaction at the weekend to the allegation, the spokesman of Nigerian Correctional Service, Francis Enobore said the authorities of the Service “have observed, with great concern, the statement credited to a legal practitioner alleging that some officials of the Nigerian Correctional Service allow criminals to evade court verdicts by getting young men who will serve jail terms for criminals. This wild and unsubstantiated allegation is unpatriotic and most unfortunate, especially coming from a respected lawyer of international recognition.”
He added that: “What is more worrisome is a growing consistency by the author to vilify the Nigerian Correctional Service without a just course. It would be recalled that in February 2021, the author alleged that a high profile inmate who was on remand in the Medium Security Custodial Centre, Kaduna contracted COVID-19 in custody.
“The alarm which insinuated that inmates were kept in squalor and exposed to debilitating health conditions, triggered condemnation from various quarters. Subsequently, an independent COVID-19 test by the National Centre for Disease Control (NCDC) in conjunction with the personal physician of the then inmate was conducted. The result came negative without a trace of the disease in her system.
“Now the alarm is being raised over hearsay arrangements to keep in custody, persons other than those legally convicted yet no name of persons or custodial centre is mentioned. The Service is compelled to respond to the allegation in order to correct the wrong impression and prevent disaffection the information is capable of creating in the mind of Nigerians.”

Enobore said: “For the avoidance of doubt, the process of admitting persons into custody begins with the court where the warrant is issued stating the particulars of the person concerned. At the designated custodial centre, the personal details are confirmed by the superintending officer before further biometrics, including photographs are taken.”
He also explained that: “On routine visits by the Controller in charge of the state, the inmates and their corresponding documents are checked. Furthermore, the Zonal Coordinator conducts his mandatory custodial centre inspection during which these information and general supervision of the yard is carried out. The Controller-General, on his own, carries out unscheduled visits to any custodial centre and prisoners’ records are checked.
“Moreover, Judges, lawyers, statutory custodial visitors, inmates’ relations, religious groups, civil society organisations and host of other visitors regularly interface with the inmates and it is expected that where such incident is observed, an alarm is raised for appropriate action to be taken.”
He said: “Particularly intriguing in this scenario is the fact that author is a public figure like many other distinguished Nigerians, that cannot be denied access to any custodial centre in the country upon request for a genuine course. One therefore wonders why he would resort to wild statement rather than identify a particular culprit with proof of his allegation as would be expected of a patriot.”
Meanwhile he said: “As always, the Controller-General of Corrections, Haliru Nababa is irrevocably committed to the good course of inmates’ care and support for the betterment of the society and recent commendable performances of the inmates in both academic and vocational skills acquisition bear eloquent testimonials to this positive trajectory.
“While soliciting for constructive engagements and contributions from well-meaning Nigerians towards improving custodial management in the country, the Controller General assures of his unwavering determination to put the Service on a higher pedestal.”

As part of the economic revitalisation efforts of his administration, Governor Babagana Umara Zulum has announced the commencement of exporting plastic products, marking a significant stride towards self-sufficiency.
The governor emphasised that the move is a strategic part of a broader agenda to industrialise the state and wean it off over-dependence on monthly federal allocation.

Zulum made the announcement on Thursday during an inspection tour of Borno Plastic Factory located in the new Maiduguri Industrial Area.
“I am happy to note that people from Borno State will no longer procure plastic materials from other places. You have seen that the products have been sold to our neighbouring countries and other states within Nigeria. We will invest more in our industries, so that in the near future, Borno State Government will no longer rely on Federation Account for its day-to-day activities,” Zulum said.
The governor revealed that the factory has started its international orders, with finished plastic wares already shipped to neighbouring countries such as Chad and the Republic of Cameroon.

Zulum noted that the facility was initially constructed during the administration of former Governor Kashim Shettima, but was resuscitated as part of his administration’s recovery and development plan.
Governor Zulum further explained that to ensure its sustainability and commercial viability, the government transitioned the factory to a Public-Private Partnership (PPP) arrangement, with Tatabe Global Services now managing the day-to-day operations, production, and marketing, while the state government provides oversight and a conducive business environment.

The factory, now operating at full capacity, produces a wide range of items, including plastic chairs, tables, basins, and other plastic materials. It has also created hundreds of direct jobs for indigenes, providing a critical source of livelihood.
Zulum was accompanied by the Speaker of Borno State House of Assembly, Abdulkarim Lawan, as well as principal officers of the House of Assembly and other top government officials.

Borno State Governor, Professor Babagana Umara Zulum, has stated that the state is an undisputed stronghold of the All Progressives Congress (APC) and remains loyal to the leadership of President Bola Ahmed Tinubu.
The governor made the assertion on Monday during flag-off of the APC Northeast e-registration workshop in Maiduguri.

The occasion, which brought together national party leadership, state executives, local government chairmen, and members of the national and state assemblies, was convened to ensure the party’s membership e-registration exercise as part of the digital reform process.
Governor Zulum, addressing the gathering, said, “I want to assure you that the Government of Borno State under my leadership will provide the desired support to ensure the success of the APC membership e-registration exercise in the north east.”

“Our party members in other states governed by other political parties will be supported to get captured.”
Zulum further stated, “Let there be no doubt in anyone’s mind, Borno State is 100% for the APC. Our loyalty to the party and its leadership is absolute,” Governor Zulum declared.
“Let us be frank and remember our recent history. Before the APC came to power, Borno State was on its knees. Our local governments were under siege, our economy was shattered, and our people were living in fear.”
“But look at where we are today. The narrative is shifting, and this shift is due to the relentless efforts and massive support from the APC-led federal government.”

“From the late President Muhammadu Buhari’s administration, we received unprecedented support in our fight against terrorism. We witnessed the establishment of the North East Development Commission (NEDC), which has played a crucial role in rebuilding our communities and infrastructure.”
“Now, under our leader, President Asiwaju Bola Ahmed Tinubu, this support has not wavered; it has been strengthened. The President has shown a deep commitment to the final restoration of peace in Borno and the entire North-East. The Federal Government is actively collaborating with our administration to ensure the safe resettlement of our people and the rebuilding of their livelihoods.”

Borno State governor, Professor Babagana Umara Zulum, has reiterated his adminisration’s commitment to continue to invest hugely in the education sector and reposition the state for a more prosperous future.
The governor made the commitment at the graduation ceremony and official launch of the Book “Echoes of Memory” authored by the daughter of Borno State Deputy Governor, Aisha Umar Kadafur.
Aisha kadafur, a law graduate from Afe Babalola University, Ado Ekiti, is an advocate of peace and a campaigner on girl-child education.
The 25-page book is a collection of 25 different peoms from diverse themes such as girl-child, morality, technology, mental heath among others.p

Professor Zulum congratulated the celebrant for the accomplishment, describing education as the most effective weapon that can transform an individual and the society.
“Today, we gather not only to rejoice over an academic milestone but to honour a young lady whose passion for learning and writing has produced a meaningful contribution to literature and personal development,” Zulum said.
“Government of Borno State under my leadership together with my deputy and other members of council shall do everything possible to transform the education sector and reposition the state to greater heights. We will, insha Allah, deliver to the good people of Borno State both concrete and quantum values,” he assured.
“Education remains the most powerful weapon through which we can transform individuals and societies. When a young person, especially one from our state, distinguishes themselves through both academic excellence and intellectual creativity, it rekindles our hope for a brighter future. Aisha’s journey is a reflection of what is possible when vision meets commitment.
“The book “Echoes of Memory” is not just a title, it is a voice, a voice of reflection, courage and inspiration. It mirrors the thoughts and experiences of a young mind determined to leave a positive mark on the world. Through her words, Aisha reminds us that stories have the power to heal, to inspire and to shape our collective understanding of life.
“I feel a deep sense of pride seeing one of our own youths achieving such an outstanding feat. It gives me renewed confidence that our investments in education, empowerment and human development are not in vain. It is our young people, like Aisha, who will carry forward the torch of progress, peace and prosperity for our dear Borno State and Nigeria at large.
Governor Babagana Zulum during the Book presentation re-echoed the cordial working relationship between himself and the deputy governor “looking at the relationship between myself and the deputy, I said I must be around, I felt in my absence there will be a missing link, which is the father of the family. indeed I am the father of Aisha,”.ll

“I want to confess to the gathering that my stay with the deputy governor in the last six years needs not to be overemphasized. I cherishe him and I think people from other parts of the country would come and emulate from Borno State how governors should work with their deputies,” Zulum stated.
The governor launched copies of the book for N50 million “On behalf of the government and people of Borno State, I am donating the sum of N50 million for this book launch. May the Almighty Allah bless the celebrant for the good work that she has done,” he concluded.
