NCoS Describes Falana’s Allegation Against It’s Officials Wild, Unsubstantiated, Unpatriotic, Most Unfortunate

The Nigerian Correctional Service (NCoS) has described the allegation that some of it’s officials are in the habit of arranging for convicts to evade serving terms as wild, unsubstantiated, unpatriotic and most unfortunate.
A respected human rights lawyer, Chief Femi Falana (SAN) has alleged last week during a media session titled, “Forget the past, forfeit the future: A nation seceding from humanity”, that some officials of the Nigerian Correctional Service (NCoS) allow criminals to escape court verdicts by getting young men who will serve jail terms for criminals.
In a reaction at the weekend to the allegation, the spokesman of Nigerian Correctional Service, Francis Enobore said the authorities of the Service “have observed, with great concern, the statement credited to a legal practitioner alleging that some officials of the Nigerian Correctional Service allow criminals to evade court verdicts by getting young men who will serve jail terms for criminals. This wild and unsubstantiated allegation is unpatriotic and most unfortunate, especially coming from a respected lawyer of international recognition.”
He added that: “What is more worrisome is a growing consistency by the author to vilify the Nigerian Correctional Service without a just course. It would be recalled that in February 2021, the author alleged that a high profile inmate who was on remand in the Medium Security Custodial Centre, Kaduna contracted COVID-19 in custody.
“The alarm which insinuated that inmates were kept in squalor and exposed to debilitating health conditions, triggered condemnation from various quarters. Subsequently, an independent COVID-19 test by the National Centre for Disease Control (NCDC) in conjunction with the personal physician of the then inmate was conducted. The result came negative without a trace of the disease in her system.
“Now the alarm is being raised over hearsay arrangements to keep in custody, persons other than those legally convicted yet no name of persons or custodial centre is mentioned. The Service is compelled to respond to the allegation in order to correct the wrong impression and prevent disaffection the information is capable of creating in the mind of Nigerians.”

Enobore said: “For the avoidance of doubt, the process of admitting persons into custody begins with the court where the warrant is issued stating the particulars of the person concerned. At the designated custodial centre, the personal details are confirmed by the superintending officer before further biometrics, including photographs are taken.”
He also explained that: “On routine visits by the Controller in charge of the state, the inmates and their corresponding documents are checked. Furthermore, the Zonal Coordinator conducts his mandatory custodial centre inspection during which these information and general supervision of the yard is carried out. The Controller-General, on his own, carries out unscheduled visits to any custodial centre and prisoners’ records are checked.
“Moreover, Judges, lawyers, statutory custodial visitors, inmates’ relations, religious groups, civil society organisations and host of other visitors regularly interface with the inmates and it is expected that where such incident is observed, an alarm is raised for appropriate action to be taken.”
He said: “Particularly intriguing in this scenario is the fact that author is a public figure like many other distinguished Nigerians, that cannot be denied access to any custodial centre in the country upon request for a genuine course. One therefore wonders why he would resort to wild statement rather than identify a particular culprit with proof of his allegation as would be expected of a patriot.”
Meanwhile he said: “As always, the Controller-General of Corrections, Haliru Nababa is irrevocably committed to the good course of inmates’ care and support for the betterment of the society and recent commendable performances of the inmates in both academic and vocational skills acquisition bear eloquent testimonials to this positive trajectory.
“While soliciting for constructive engagements and contributions from well-meaning Nigerians towards improving custodial management in the country, the Controller General assures of his unwavering determination to put the Service on a higher pedestal.”

Borno State Governor, Professor Babagana Umara Zulum, has inaugurated the permanent site of Government Day Secondary School Wandali in Kwaya Kusar Local Government Area. The school had been operating from a temporary site for thirty years.
The new 20-classroom school includes a computer laboratory fully equipped with digital tools.
This is the second school Governor Zulum has commissioned on Tuesday as part of a working visit to southern Borno.
The Governor affirmed his administration’s commitment to revamping the education sector through substantial investment in infrastructure, manpower development, and digital and vocational skills.
“The construction of the permanent site of Government Day Secondary School Wandali fulfils our promise to provide access to education for communities across the state,” Zulum remarked.
He added: “Let me express my administration’s resolve to revamp the education sector in the state. I want to also assure you that all necessary facilities will be provided in the school to enable it to function optimally.”
The Commissioner for Education, Science, Technology and Innovation, Engr. Lawan Abba Wakilbe, noted that the school had been operating from temporary accommodation since 1996.
He stated that the school comprises 20 classrooms, a computer laboratory, administrative blocks, and fully equipped laboratories to enable students to learn digital and other skills.
While in Kwaya Kusar, the Governor also inspected General Hospital Kwaya Kusar, where he promised to rehabilitate the facility and restore its electricity supply.
He commended the Medical Officer, an indigene of Rivers State, who has served at the hospital for the past four years, praising his dedication and service.
Earlier, before departing Bayo, Governor Zulum inspected the recently inaugurated Bilingual Boarding School in Briyel, which currently has 430 orphaned pupils enrolled.
He also inspected General Hospital Briyel and assured staff that the challenge of power supply would be addressed.
The Governor was accompanied by Senator Mohammed Ali Ndume; Hon. Bukar Talba; the Deputy Speaker, Hon. Abdullahi Musa Askira; members of the State Assembly, commissioners, local government chairmen, and other stakeholders from the area.

Zulum Hosts Kanuri Kinsmen from 10 African Countries

Borno State Governor, Prof. Babagana Zulum on Thursday hosted thousands of Kanuri kinsmen from across Africa as Maiduguri played host to this year’s Kanem-Borno Cultural Summit.
The gathering attracted Kanuri delegates from at least 10 countries, including Ghana, Sudan, Gabon, Niger, Central African Republic, Senegal, Libya, Chad, Cameroon and Benin.
In attendance were 161 emirs, senior government officials and traditional leaders, underscoring the historic and cultural significance of the summit.
The event was conceived as a platform to revive transnational kinship ties rooted in shared Kanuri heritage, while fostering cooperation in education, economic development and social advancement among Kanuri communities spread across borders.
Colourful cultural displays and traditional dance performances by delegations from the participating countries highlighted the rich heritage of the Kanem-Borno civilisation, one of Africa’s longest-surviving empires which thrived for over a millennium around the Lake Chad region.
Addressing participants in the Kanuri language, Zulum called for renewed commitment to educational exchange, entrepreneurship and collective socio-economic initiatives that would uplift Kanuri communities globally. He announced the award of scholarships to 150 students from countries that once formed part of the historic Kanem-Borno Empire, describing the gesture as a step towards strengthening unity and fraternity.
The Chadian President, Mahamat Idriss Déby Itno, was represented at the summit by the Governor of Lac Province, Major General Saleh Haggar Tidjani.
Other prominent personalities at the event included Yobe State Governor, Mai Mala Buni; former Vice President, Ambassador Babagana Kingibe; the Sultan of Sokoto, Alhaji Muhammadu Sa’ad Abubakar III; Senators Mohammed Tahir Monguno and Mohammed Ali Ndume; and Barrister Kaka Shehu Lawan.
Also present were members of the House of Representatives, speakers of the Borno and Yobe State Houses of Assembly, traditional rulers from different parts of Nigeria, members of the Borno State House of Assembly, commissioners and senior officials of the Borno State Government.
The summit concluded with a renewed call for collaboration among Kanuri descendants worldwide to preserve their cultural legacy and channel shared identity into sustainable development for future generations.

Governor Mai Mala Buni CON of Yobe State has charged the newly appointed chairman of the Yusufari local government area to consider security of lives and property as the priority of the administration.
Buni gave the warning today while swearing in Alhaji Adamu Jibrin as the chairman of the council following the death of Alhaji Bah Abba Aji some few days ago.
According to Buni, the death of the chairman has created a vacuum that must be filled for continuity in governance, and this justifies the appointment of Alhaji Adamu Jibrin as the new chairman of the Yusufari local government council.
He urged him to be a good team player for a result-oriented administration that would give members of the council and people of the local government area a sense of belonging.
Governor Buni also urged the new chairman to conduct government business transparently to promote accountability and probity as well as to channel government resources into areas of need that have a direct impact on the lives of the people.
He appealed to the people of the local government area to support the new chairman for a smooth and successful administration that would meet the needs of the people.
