We Are Out to Ensure Behavioural Change Rather Than Punish Offenders- NESREA

The National Environmental Standards and Regulations Enforcement Agency, (NESREA) has said its priority is not to punish offenders of environmental law but rather to ensure a change of behavior towards environmental issues.
The Director General of the agency, Dr. Innocent Barikor gave the clarification on Thursday during the Expert Critique Meeting for the review of the National Environmental (Permitting and Licensing Systems) Regulations.
Barikor said there is no joy in getting business premises sealed for violating environmental regulations as that remains the last option to change the behaviour of Nigerians, insisting that the NESREA would rather prefer to educate on doing the proper thing.
He noted that presently there are different interventions which are put in place to get stakeholders educated on not endangering the environment and making it safe for all.
On the meeting, Barikor said: “As you are all aware, the National Environmental (Permitting and Licensing Systems) Regulations is among the 1st set of the 11 National Environmental Regulations developed and gazetted in 2009 which set out to control the activities of the regulated community.
“The regulation seeks to achieve statutory environmental targets and outcomes such as improvement in air quality, environmental conservation and avoidance of exposure to waste and hazardous substances by issuing Environmental Permits to the Regulated Community. These permits have significantly aided the Agency to achieve her mandate of ensuring compliance with environmental laws, policies, standards and guidelines.”
He added that: “However, in the course of operationalizing the provisions of these regulations in the last 15 years, some gaps were identified including trending and emerging environmental issues such as climate change, marine pollution and biodiversity conservation which are of global concern. These factors necessitated the Agency to seek for assistance through the Quick Wins of its 5-Year Impact Plan from the UNEP-LEAP Small Scale Funding Agreement (SSFA) under the Montevideo Programme V to facilitate the review of this very important regulation.”
He noted that: “Permitting and Licensing Regulations is the backbone that provides the necessary structure to balance growth/innovation and public safety. However, as with any system, there is always room for improvement, thus, the need for the ongoing efforts to refine and enhance our regulatory processes.
“Today’s session is not just a routine review but a critical opportunity to harness the wealth of knowledge, expertise and unique perspective that each of you bring, as we strive to identify areas of improvement, eliminate inefficiencies, and enhance the clarity and effectiveness of our regulatory practices.”
“As we stand at the crossroads of progress, ready to shape a more resilient and harmonious framework for environmental governance, I urge you all to consider this stage of the review process as a testament to our commitment in leaving a legacy of environmental sustainability for generations to come,” he urged the participants

VP Shettima: President Tinubu Making Courageous Decisions To Fix Nigeria’s Economy
*Says president engineering a nation that will work for generations to come

The Vice President, Senator Kashim Shettima, has said the difficult but very crucial decisions taken by the administration of President Bola Ahmed Tinubu are targeted at engineering an economy that works for the Nigerian people.
According to him, like Engineers who must rely on the power of numbers with consumate exactitude, efficiency, and alignment, the administration is taking accurate measurement of revenues, deficits and prospects to move the nation forward.

The Vice President who spoke on Wednesday during the 15th Mechanical Engineering Distinguished Lecture (MEDL) at the Shehu Yar’Adua Centre, Abuja, likened the art of governance to the dexterity of engineers who work with machines and structures to transform theories into measurable outcomes.
“His Excellency, President Bola Ahmed Tinubu, is himself a man of numbers. An accountant extraordinaire, a thinker grounded in the discipline of evidence, and a leader governed by the clarity of facts.
“He understands the peril of building policies on the sands of assumption. He knows, as you do, that the nation cannot move forward without accurate measurement of its revenues, its deficits, and its prospects,” the VP stated.

Reflecting on the theme of the Lecture, “The Imperative of Engineering Strategies for the Planning of National Budget,” Senator Shettima said it aligns with the thinking being institutionalised by the Tinubu administration, which he said is not just budgeting for survival but also for transformation and reality.
“We are budgeting for transformation. We are building systems that speak to productivity, to sustainability, and to prosperity,” he added.
For President Tinubu, the Vice President said, it is the “fidelity to facts that has guided his difficult but necessary decisions to fix the Nigerian economy”.
He continued: “From confronting the longstanding subsidy regime that had become an enduring shackle around the nation’s ambitions, to facing the grim realities of a debt-to-revenue ratio that threatened the very foundation of our fiscal stability.

“These are not decisions of convenience. They are decisions of courage. They are born of a commitment to engineer a nation that works for its people,” he maintained.
Delivering the 15th Mechanical Engineering Distinguished Lecture, Senator Iyiola Omisore, spoke about current efforts and opportunities across diverse areas of the Nigerian economy, particularly, energy and power generation; oil and gas; automotive, aerospace and aviation; construction and infrastructure development, as well as healthcare and security.
He noted the tremendous potential for socio-economic development in the country and the need for government, in collaboration with other stakeholders like the Institution of Mechanical Engineers, to address challenges and seize existing opportunities to achieve sustainable development and inclusive growth.
On his part, Chairman of the occasion, Chief Bisi Akande, emphasized the impact of engineering on national development, urging leaders to sustain current efforts to maintain integrity and professionalism in the industry.
Akande noted trends in the profession, just as he highlighted the impact of digital technology on engineering practice and urged practitioners to embrace the paradigm shift in order to remain relevant in the industry.
On her part, the President of the Nigerian Society of Engineers (NSE), Engr. Margaret Oguntala, who was represented by a former president of NSE, Engr. Kashim Abdul Ali, said the theme of the 15th Mechanical Engineering Distinguished Lecture, aligned with the reality in the polity.
He noted that an era of complex challenges amidst declining resources require a meticulous re-examination of national priorities and optimal utilization of scarce resources, deploying engineering expertise.
He commended the commitment and contributions of the leadership of the Nigerian Institution of Mechanical Engineers (NIMechE), urging the body to make its impact felt across the entire engineering sector in the country.
In his remarks, the National Chairman NIMechE, Engr. Alhassan Mohammed, said the event provides a platform for interaction among professionals on a topic that resonates with the realities in the polity, specifically the practice of mechanical engineering in Nigeria.
He urged participants at the event to reflect deeply on engineering practice in Nigeria, particularly how engineering can be embedded in the country’s national development plans and targets.
Also present at the event were the Minister of Marine and Blue Economy, Gboyega Oyetola; Minister of State, Finance, Dr Doris Uzoka-Anite; Minister of State for Health and Social Welfare, Dr Iziaq Salako, and the former governor of Ondo State, Dr Olusegun Mimiko, among others.

Taraba communities agree to ceasefire as police deploy personnel in Karim Lamido

Communities involved in a recent farmers-herders conflict in Karim Lamido Local Government Area of Taraba State have agreed to a ceasefire and resolved to embrace peace following a high-level intervention by security agencies.
Zagazola Makama report that security delegation deployed for an on-the-spot assessment to the area on Monday, held a peace meeting with key stakeholders in the affected communities.
The meeting, which was held in Karim Lamido town, ended successfully without incident, as leaders of both the farming and herding communities pledged to maintain peace and work together to prevent further clashes.
To ensure sustained calm and protection of lives and property, security personnel were immediately deployed to flashpoints across the local government area.
The deployments include 40 Police Mobile Force (PMF) personnel, conventional police officers, Nigerian Army troops, Nigeria Security and Civil Defence Corps (NSCDC) operatives, as well as local vigilantes and hunters stationed in Munga Doso.
In Bandawa, an Anti-Kidnapping Squad has also been mobilised, and adequate security arrangements are in place to deter criminal activity.

Two villagers ambushed, killed in Plateau’s Riyom LGA

At least two person were attacked and killed in an ambush by unidentified assailants in Dachidom Village, Riyom Local Government Area of the state.
Security sources told Zagazola Makama that the victims, identified as Linus Davou and Tunde Daylop, were ambushed and killed while returning from Hwot Village on Tuesday night.
The sources disclosed said that a distress call was received at about 10:30 p.m. from the Commander of the local Hunters Association, reporting that the victims were attacked at about 9:48 p.m.
The Nigerian army troops along with other combined troops were promptly deployed to the scene.
The lifeless bodies of the two men were recovered and evacuated to the General Hospital, Riyom, for documentation and further investigation.
