Minimum Wage: Zulum Sets Machinery for Payment in Motion, Approves Committee for Implementation

Borno State Governor, Prof. Babagana Zulum has approved the constitution of a committee to discuss modalities for implementing the new national minimum wage in Borno State.
 
President Bola Tinubu had last month, signed the new Minimum Wage Act into law after agreeing to N70,000 with the organised labour unions.
 
The statement released by the Secretary to the Borno State Government on Wednesday indicated that the committee would be chaired by the Commissioner for Budget and Planning, Engr. Babagana Malumbe, while the Head of Service, Barrister Mallam Fannami, will be co-chair.
 
According to the statement, the committee comprises 12 other members from the government side, including the Attorney-General and Commissioner for Justice, Barr. Hauwa Abubakar, Permanent Secretary Finance & Economic Development, Alhaji Basha Talba, Permanent Secretary Admin. & General Services, Dr. Muhammad Ghuluze, Permanent Secretary Environment, Dr. Juliana Bitrus, Accountant-General, Baba Bura Usman, and the State Auditor-General, Alhaji Shettima Bukar.
 
Others are Senior Technical Assistant (STA), General Service; Mohammed Habib Alkali, (STA), Finance and Economic Development; Mai Adamu Yau, Director, Biometric and Data Capture; Abubakar Kachalla, ICT Consultant; Prof. Babagana Gutti; Engr. Bako Adamu; and Permanent Secretary, Establishment, Dr. Sadiq Abubakar, will serve as the secretary of the committee.
 
On the part of the Nigeria Labour Congress & Trade Union Congress, members include the NLC Chairman, Comr. Yusuf Inuwa, TUC Chairman, Comr. Babayo Hamma, and JNC Chairman, Comr. Umar Abdullahi.
 
Also included are the NLC Secretary, Comr. Musa Chiroma, the TUC Secretary, Comr. Baba Mohammed, the President of NULGE, Comr. Mustapha Bulama, the JNC Secretary, Comr. Haruna Musa, the Chairman of Pensioners, Comr. Alh. Musa Bukar Kukawa, and the SSANIP Chairman, Comr. Abba Aji Suleiman.
 
The statement also noted that Abubakar Ibrahim, State Controller of Labour, Federal Ministry of Labour, will serve as an observer.
 
The SSG noted that part of the committee’s duties include: To analyse the current consequential salary adjustment at the federal level and determine the extent to which it can be applied in totality or partially in the state; To use the consequential adjustment at the federal level as a guide to arrive at a reasonable and sustainable salary adjustment based on the specific peculiarities of the state and; Any other matter relevant to arriving at a reasonable and realistic salary for civil servants.
 
The statement also noted that Governor Zulum, while congratulating the members on the opportunity to serve the state, directed them to start work immediately.

Terrorists killed 15 people in Kebbi

Fifteen (15) persons were reportedly killed in Kebbi State, Northwest Nigeria, says an official who described the attackers as unknown gunmen amid fears of a new terror group, Lukurawa.

More insight into the incident emerged when Yahaya Danjada, Senior Special Assistant on New Media to the Deputy Governor of Kebbi State, said in a statement that his boss, Senator Umar Tafida, attended the funeral prayer for 15 victims of a tragic attack by unknown gunmen in Mera village, Augie Local Government Area, offering condolences and support to the grieving families.

The funeral prayer was also attended by the Emir of Argungu, Alhaji Samaila Muhammadu Mera, the Kebbi State Commissioner of Police, the Officer Commanding of the Nigerian Army, the Director of State Security Kebbi State, Commissioner for Home and Internal Security Affairs, Director of Security Kebbi State, the Deputy Chief of Staff, Civil Defense and Vigilante’ Commandant, and other government officials.

Senator Umar Abubakar Tafida, representing the Kebbi State Governor, offered condolences to the grieving families, expressing deep sorrow and commitment to bringing those responsible to justice.

According to the deputy governor, the Kebbi State Government stands with the bereaved and will work closely with security agencies to prevent further incidents.

The Emir of Argungu urged unity and resilience, calling on security agencies to intensify efforts to ensure community safety.

The funeral prayer concluded with prayers for peace and the souls of the departed and a shared commitment to strengthen regional security and stability.

The Kebbi State Government reassures citizens of ongoing efforts to protect lives and prevent future tragedies.

Recalled that Nigeria’s Defense Headquarters, DHQ, has confirmed the existence of a new terrorist group in Sokoto and Kebbi States, namely Lukurawa.

The emergence of this group is said to have brought a dark cloud over the Northwest States, as they have been described by locals as deadly and could pose more threat than bandits and Boko Haram.

Although there was no claim of responsibility for this attack by any group, locals believe that the Lukurawa group may be behind the attack following the refusal of some locals to join or allow their children to accept inducement to join the new fighting terror group.

48 doctors were badly affected by the last flood which took over the city of Maiduguri and some parts of Jere council areas of Borno state.

These practicing members of the Nigerian Medical Association (NMA) were completely displaced with their families from their homes by the raging waters from the Alau dam such that some of them had to seek for solace in 36 camps recreated for internally displaced people (IDPs) from flood.

Chairman of the NMA Dr Bukar Baki gave this revelation recently while having an exclusive interview with this reporter on the celebration of the world physician day at the NMA Secretariat in Maiduguri.

Dr Baki said that the executive did their best in ensuring that they visited the affected doctors who fled their homes from the flood waters and empathized with all of them individually.

“As a matter of fact, we gave them all the support they needed to make them fall in line with our standard of provision of welfare of our members.

” incidentally most of them who found themselves in IDP camps were involved in the provision of services to the entire populace which was affected by the sudden surge of water from Alau dam.

“This meant we had to activate our humanity support system for other flood affected residents to be involved in an instant outreach services to hundreds of residents in various camps that needed instant medical care.

“We even made sure that hot meals were cooked for the idps for the first one week of the flood. And that went a long way to help people out of despair.” Said the chairman.

The Chairman noted that the annual physician week is set aside by the United Nations to celebrate doctors and understand their contemporary challenges even as they proffer solutions to some of them.

Speaking on the peculiar challenges affecting his members, the Chairman regretted that brain drain is one glaring problem which occurs as a result of the lingering disparity between practitioners in the country and others outside who work in much more conducive environments.

“Brain drain is our major problem in this part of the country. We have just about 800 doctors providing services to people in the entire state and you know what that means. It puts a stress on individual doctors who do the jobs of many.

” This is what results into burn out which in most circumstances is a very strong factor responsible for the state government loosing many doctors to other states with more personnel and remunerations.

“Health care should be paid across board because health is not on the exclusive list in terms of remuneration. So in response to your question, we would be glad if the federal government can take over the payments of remuneration doctors as they have done in the judiciary to ensure sanity and stability.

” The state govt loosing lots of medical doctors yearly and this is worrisome to us because one doctor is left to hundreds of patients in a day and you know what that means to the mental state of that practitioner. That is the only way to mitigate the problem.” He stressed.

On arrears for his colleagues, Baki said that the Consolidated Medical Salary Structure (CONMESS) salary structure was revised and implemented from January this year but they are yet to see the corresponding response to this on their pay slips.

No doctor however lost his life to the flood which came about as a result of the sudden collapse of the Alau dam 25km away which collapsed and emptied itself into the city centre destroying the homes of over 200,000 people.

Operation Haskanite: Boko Haram Ambush Claims Chadian general and Senior Officers

Atleast six high-ranking officers and soldiers of the Republic of Chad lost their lives, with several others wounded, in what is described as a violent assault on Chadian armed forces by the Boko Haram terrorists.

Zagazola understands that the ambush occurred on Friday November, shortly after President Mahamat Idriss Déby departed the area to return urgently to the capital, Ndjamena.

Among the deceased are senior officers, including General Youssouf Abdoulaye Kari, General Adoum Issa, Colonel Lony Allatchi, Lieutenant Colonel Gorou Wardougou, Adam Nassour Mahamat, and Idrissa Malloum.

The attack also left key figures wounded, such as General François Tatiko, General Moubarack Formalick, Bokhit Bachar, Lieutenant Jean Pierre Medar, and Ibrahim Ali.

General Youssouf Abdoulaye Kari, a veteran respected by his forces and a former member of Chad’s contingent in Mali, was among those killed, leaving a significant void in the military leadership.

The Chadian Army spokesperson, General Issakha Acheikh has issued a statement regarding murderous ambush against the Chadian troops but refused to provide further details.

He said that the General Staff of the Armed Forces brings to the attention of national and international opinion that after a meticulous reorganization of the units of the Defence and Security Forces, by the President of the Republic, Supreme Chief of the Armed Forces and, the well-ordered launch of Operation Haskanite to dislodge the Boko Haram terrorists from Lake Chad, a first clash took place today, Saturday 09 November 2024.

He explained that after a few hours of fighting, several terrorist elements were neutralised and the raid continued while he added that the detailed balance sheet will be communicated to you later.
