CSJ Demands Release of 2022 Budget Implementation Reports from FG

The Centre for Social Justice (CSJ), a Nigerian knowledge Institution and leading advocate for fiscal transparency and accountability, has demanded that the federal government immediately release 2022 Budget Implementation Reports in Adherence to the Fiscal Responsibility Act

The CSJ in a statement on Friday signed by its Lead Director, Eze Onyekpere, strongly urged the Minister of Finance, Budget and National Planning through the Budget Office of the Federation to promptly release the third quarter, fourth quarter and consolidated budget implementation reports of the 2022 budget, as well as the first quarter implementation report of the 2023 budget, in strict adherence to Section 30 (1) and (2) of the Fiscal Responsibility Act, 2007.

The statement read that: “According to Section 30 (1) of the Fiscal Responsibility Act, it is the duty of the Minister of Finance, through the Budget Office of the Federation, to diligently monitor and evaluate the implementation of the Annual Budget. This includes the crucial task of assessing the attainment of fiscal targets and providing comprehensive quarterly reports to both the Fiscal Responsibility Commission and the Joint Finance Committee of the National Assembly.

“Furthermore, Section 30 (2) mandates that the Minister of Finance ensures that the prepared reports, as per subsection (1), are published in mass media, electronic platforms, and on the official Ministry of Finance website no later than 30 days after the end of each quarter.”

The statement however said it was regrettably, at present, only the first and second quarter implementation reports of the 2022 budget are accessible on the website of the Budget Office of the Federation, insisting that this lack of transparency raises concerns about the government’s commitment to upholding fiscal responsibility and inhibits public scrutiny of budget implementation.

The statement further read that: “The Centre for Social Justice (CSJ) firmly emphasizes that the release of these implementation reports is not merely a legal obligation but an essential step towards ensuring accountability and transparency in public finance management. Access to timely and comprehensive information allows citizens, civil society organizations, and other stakeholders to assess the government’s performance, hold it accountable, and contribute to the overall improvement of fiscal policies and practices. It will be most inappropriate, illegal and a big dereliction of duty for the Minister of Finance to leave office on May 29 2023 without performing fundamental statutory duties whilst drawing down all her salaries, allowances, emoluments and perks of office.

“In the circumstances, CSJ urges the Minister of Finance and the Budget Office of the Federation to fulfill its duty promptly by releasing these overdue budget implementation reports of the 2022 budget, as well as the first quarter implementation report of the 2023 budget, in adherence to the stipulations outlined in the Fiscal Responsibility Act. We call upon the government to prioritize transparency and accountability in public finance management, as these principles are fundamental to fostering trust, promoting good governance, and achieving sustainable development.”

The Muslim Ummah of South West Nigeria (MUSWEN) is to hold its maiden public health lecture on Sunday, May 19, 2024 at the Professor Musa Abdul Civic Centre, University of Ibadan, Central Mosque.

A statement signed by Dr AGO Labinjo, Chairman MUSWEN Health Committee, said the lecture, the first in the series, is expected to be an annual event for sensitisation of the public on common health problems and use it as an avenue for advocacy and publicity of MUSWEN and its program.

The event with the theme: “National Insecurity and its Psychosocial effects on the citizens: The Islam and Health Perspectives” will hold under the Chairmanship of MUSWEN President, Alhaji Rasaki Oladejo.

The statement added that Professor Abdulrazaq Abdulmajeed Alaro, the Guest Speaker will talk on the Islamic perspective while Dr Jibril Abdulmalik, Consultant Psychiatrist, University College Hospital (UCH) will speak on the medical perspective.

Dignitaries from the Muslim Community in all the six states of the southwest are expected at the event.

There will be Free Medical Checkup for members of the public starting from 8am at the same venue.

The stage is set for a transformative discourse as Senator Shuaib Afolabi Salisu (SAS), representing Ogun Central Senatorial District, is slated to deliver the keynote address at the 2024 annual national reunion conference of the Obafemi Awolowo University Muslim Graduates’ Association (UNIFEMGA).

The event, scheduled for Saturday, May 18, 2024, will take place at the prestigious Oduduwa Hall, Obafemi Awolowo University, Ile-Ife, Osun State.

In a statement by Alhaji Mohammed Buari, Chairman of the Planning Committee, and Alhaji Shamsudeen Adenopo, Public Relations Officer, stated that Salisu will speak on “Changing Nigeria’s consumption-based economy to a service and production-based economy,’’.

The statement added that the three-day conference, running from Friday, May 17, to Sunday, May 19, 2024, promises a rich array of activities aimed at fostering intellectual discourse, networking, and community engagement.

Buari said that the event will be graced by the Imperial Majesty, who is the Royal Father of the day, Ooni of Ife, Oba Adeyeye Enitan Ogunwusi, Ojaja II.

The Chairman of the occasion is Dr Ahmed Tunde Popoola, Managing Director of CRC Credit Bureau Limited, while Prof. Adebayo Simeon Bamire, the Host Vice-Chancellor, will ensure a seamless event.

Others expected at the reunion include Prof. Yusuf Olaolu Ali (SAN), three Vice-Chancellors of University of Ilorin, Prof. Wahab Egbewole (SAN), Prof. Musa Aibinu of Summit University Offa and Prof. Akeem Lasisi of Federal University of Health Sciences (FUHSI), Ila Orangun, among others.

The conference will kick off with a networking dinner on Friday, May 17, to be hosted by Alhaji Rafiu Ebiti, BOT Chairman of UNIFEMGA, and Pro-Chancellor of Summit University Offa after a courtesy call on the vice chancellor of the Institution and Special Jumat Service.

Other slated event include the “UNIFEMGA INVESTORS’ FORUM,” modelled after the popular TV show “Dragons’ Den,” offering entrepreneurs a platform to pitch their businesses to potential investors.

The reunion activities will also include the commissioning of UNIFEMGA National Secretariat, a welcome reception for all delegates, the presentation of scholarship grants, keep-fit exercises, and novelty matches.

Reflecting on the significance of this reunion, Alhaji Abdulfattah Olanlege, UNIFEMGA National President, noted its alignment with the conclusion of his tenure, expressing optimism for the incoming Executive.

With over 300 delegates, including those from the Diaspora, already registered, the 2024 National reunion conference promises to be a gathering of minds committed to progress and unity.

Borno State Government To Allocate 113 Hectares Of Land to Estate Developers For Various Projects

The Borno State government plans to allocate 113 hectares of land to private developers to address the pressing need for affordable housing and economic city in the State.

This decision was announced by the Executive Secretary Borno Geographic Information Service during a meeting with Green Path Development.

Briefing the Private Developers, Engr. Bababe said, the land, part of a larger 2000-hectare area near the newly flagged-off Maiduguri Ring road, will be used to construct 1000 houses.

According to him this initiative aligns with Governor Babagana Umara Zulum’s urban renewal agenda which prioritizes the revitalization of urban spaces and the improvement of living conditions for residents across Borno State.

By targeting the construction of 1000 houses Engr. Bababe added, the government aims to provide housing solutions that are accessible to a wider segment of the population, thereby mitigating the housing challenges faced by many residents in the state.

He further charged Green Path Development to submit detailed project proposals for review and approval by the government and also urged them to consider the cultural aspects of Maiduguri and design projects that resonate with the local culture.

The Group managing Director Green Path Development Dr. Babagana Mohammed, applauded Governor Zulum for engaging the private sector by allocating them land to construct 1000 houses.

He expressed dedication to delivering top-notch housing solutions using high-quality materials, implementing modern construction techniques, and ensuring compliance with local building codes and land regulations within the agreed-upon timeframe while meeting the needs and expectations of the community.

Contributing, Architect Mustapha Gambomi, Engr. Abubakar Sandabe and Mr. Lanre elaborated on their approach, which involves conducting thorough site assessments, designing layouts that optimize space and functionality, and assured to consider other factors while executing the project.
