Lake Chad Basin Commission appoints Amb. Ibrahim Babani as Executive Secretary

The designation of Amb. Ibrahim Babani as the new Executive Secretary of the Lake Chad Basin Commission (LCBC) has sparked fresh expectations for stronger regional cooperation, environmental recovery and security stabilisation across the Lake Chad region.
Babani’s appointment was announced at the 71st Ordinary Session of the Council of Ministers of the LCBC, held on March 6, 2026, in N’Djamena, Chad, where ministers and commissioners from member states deliberated on strategies to address the region’s pressing challenges.
The meeting, chaired by Mr Passale Kanabe Marcelin, Chad’s Minister of Water and Energy Resources and current Chairman of the LCBC Council of Ministers, brought together representatives of the commission’s member states, including Nigeria, Niger, Cameroon, Chad and the Central African Republic.
Nigeria was represented by Prof. Joseph Terlumun Utsev, Minister of Water Resources and Sanitation and First Commissioner of Nigeria to the LCBC, alongside Mrs Bianca Ojukwu, Minister of State for Foreign Affairs and Second Commissioner.
The Lake Chad Basin Commission remains one of Africa’s most important regional bodies, responsible for coordinating water resource management, environmental restoration and socio-economic development among countries sharing the Lake Chad Basin.
The basin supports more than 40 million people across the five member states, whose livelihoods depend largely on fishing, farming and pastoral activities linked to the shrinking lake.
Over the past decades, however, the region has faced severe environmental degradation, climate change impacts and the devastating effects of the ISWAP/Boko Haram insurgency, which has displaced millions and disrupted economic activities. These complex challenges have made the role of the LCBC increasingly strategic in driving recovery, stabilisation and resilience across the basin.
Stakeholders believe Babani’s emergence as Executive Secretary comes at a critical time when the commission is intensifying efforts to implement several large-scale regional programmes.
These include the Regional Strategy for Stabilisation, Recovery and Resilience (RS-SRR) for areas affected by Boko Haram violence, as well as projects aimed at ecological restoration and socio-economic reintegration of vulnerable populations.
During the meeting, commissioners reviewed progress in implementing the strategy and emphasised the need to accelerate key initiatives, including the development of a regional transitional justice policy and improved coordination of stabilisation interventions.
They also recommended the organisation of the sixth edition of the Governors’ Forum in Niger, alongside meetings of traditional rulers and civil society organisations to strengthen community-based recovery efforts.
Prior to his appointment, the incoming Executive Secretary of the LCBC, Amb. Ibrahim Babani, served as Director of External Affairs (DEA) at the Office of the National Security Adviser (ONSA) and also doubles as Head of Mission (HoM) of the Multinational Joint Task Force (MNJTF), bringing extensive security and diplomatic experience to his new role.
Babani’s leadership will therefore be critical in coordinating these initiatives and ensuring that they translate into tangible benefits for affected communities. Another priority expected to dominate Babani’s tenure is the restoration of the Lake Chad ecosystem, which has shrunk drastically over the past half century due to climate change, drought and unsustainable water use.
At the session, commissioners reviewed progress on the Inter-Basin Water Transfer Project, a major initiative designed to replenish the lake by transferring water from other basins.
The Council of Ministers commended the LCBC Executive Secretariat for successfully mobilising funding from the African Development Bank for the project and urged faster implementation of technical support programmes aimed at restoring the lake’s ecological and economic functions. Environmental experts believe that restoring the lake is crucial for reducing poverty, preventing conflicts over natural resources and addressing some of the root causes of insecurity in the region.
The Ministers also reviewed progress on the Lake Chad Region Recovery and Development Project (PROLAC) and encouraged continued engagement with the World Bank to secure financing for a second phase of the initiative.
Similarly, they called for further advocacy with the African Development Bank to support the second phase of the Project to Support the Socio-Economic Reintegration of Vulnerable Groups in the Lake Chad Basin (PARSEBALT).
Both initiatives focus on rebuilding infrastructure, supporting livelihoods and reintegrating vulnerable groups affected by years of insurgency and displacement. These programmes complement military efforts against extremist groups by addressing the social and economic conditions that fuel instability.
Despite its strategic importance, the LCBC continues to face financial constraints that could hamper implementation of its programmes.
During the session, commissioners raised concerns about the accumulation of unpaid contributions by member states and urged governments to settle their arrears and ensure regular payment of statutory dues.
They also mandated the chairman of the Council of Ministers to escalate the issue to the highest political authorities within member states to guarantee sustainable funding for the commission’s activities.
The council approved the commission’s 2026 Annual Work Plan and Budget, estimated at 15.13 billion CFA francs, with over 12.63 billion CFA francs allocated to development programmes and 2.50 billion CFA francs for operational costs.
The meeting also adopted key annexes to the Lake Chad Basin Water Charter, including frameworks governing the management of water infrastructure and procedures for notification of planned measures affecting shared water resources.
Commissioners further endorsed a Five-Year Investment Plan and directed the Executive Secretariat to organise a donors’ roundtable to mobilise international support.
Babani’s leadership comes at a time when the Lake Chad region is at a crossroads. While military operations have significantly weakened insurgent groups in recent years, millions of people still face humanitarian challenges, environmental degradation and fragile livelihoods.
The effectiveness of the LCBC in coordinating development, environmental restoration and stabilisation initiatives could determine whether the region moves toward lasting peace and prosperity.
The Council of Ministers concluded the meeting by expressing appreciation to development partners for their continued support and announcing that the next budgetary session will be held in Bangui, Central African Republic.
For many stakeholders in the Lake Chad Basin, the appointment of Babani represents not only a change in leadership but also a renewed opportunity to accelerate recovery, strengthen regional cooperation and secure the future of one of Africa’s most vital ecosystems.

Governor Babagana Umara Zulum has donated the sum of N100 million on behalf of the government of Borno State for the book “Duty and Courage: The Story of Professor Ahmed Ahidjo 2018-2026 written by Dr. James Bwala, which chronicles his achievements as the Chief Medical Director of UMTH.
The governor also promised to deepen collaboration with the Federal Government and development partners to improve healthcare services in the state.

The Governor made the pledge on Tuesday during the opening of the Association of Radiologists of Nigeria (ARIN) 9th Annual General Meeting and Scientific Conference, Book Launch and Commissioning of projects at the UMTH in Maiduguri.
He said the event marked another milestone in the collective pursuit of stronger healthcare delivery, medical education, research and specialist services for the people of Borno State and the North-East.
Governor Zulum re-stated his administration’s commitment to continue supporting the University of Maiduguri Teaching Hospital (UMTH) within available resources, alongside other federal health institutions in the state.
“As a State Government, we will continue to support the University of Maiduguri Teaching Hospital and other healthcare institutions within our capacity, while strengthening collaboration with the Federal Government and other partners,” Zulum stated.
The Governor noted that UMTH had remained steadfast in saving lives, training medical professionals and providing essential specialist services throughout the difficult years of insurgency and flooding in the state.

He commended the hospital’s Chief Medical Director, Professor Ahmed Ahidjo, for what he described as exemplary leadership and significant contributions to the institution’s growth.
According to Zulum, the hospital has recorded notable progress in infrastructure development, specialist services, medical training, research and professional development under Professor Ahidjo’s leadership.
“You are not only managing a Teaching Hospital; you are building a legacy that will benefit generations to come,” the Governor said.
“Professor Ahidjo has demonstrated that effective leadership is about building strong institutions, developing people and leaving a lasting legacy. Under his leadership, the University of Maiduguri Teaching Hospital has continued to make significant progress in infrastructure, specialist services, medical training, research and professional development.”
He expressed appreciation to President Bola Ahmed Tinubu for his continued support to the state, particularly in healthcare infrastructure, human capital development and institutional strengthening.
Governor Zulum also commended NEDC for its intervention in the hospital and other development institutions in the region.
He said the ARIN Conference, book launch and inaugural lecture underscored the importance of research, knowledge-sharing and continuous professional development in addressing healthcare challenges.
Governor Zulum congratulated UMTH management and staff on the achievements. He expressed optimism that the newly commissioned projects would enhance the quality of healthcare services and further consolidate the hospital’s position as a centre of excellence.
The high point of the event was the commissioning of the Fertility Care Center and En-Suite Maternity Complex constructed by the North East Development Commission and the public presentation of the Book.

HAI Launches Grassroots Campaign for Tinubu’s 2027 Re-election

The Hope Alive Initiative (HAI) has unveiled a multi-platform grassroots mobilisation campaign in support of President Bola Tinubu’s re-election bid in the 2027 presidential election, deploying street activations, SMS messaging, radio programming and political entertainment to sell the administration’s record to voters.
The first phase of the campaign begins on August 19 with the deployment of about 40 human mascots to strategic locations across Abuja, alongside a city-wide SMS mobilisation drive, a weekly Pidgin-language radio programme and an original campaign jingle.
In a statement signed by its Director of Press and Communications, Ernest Omoarelojie, the group said its campaign was designed to take the Tinubu administration’s policies and achievements directly to citizens while building grassroots support ahead of the 2027 poll.
HAI said its backing for Tinubu was driven by what it described as “bold reforms and initiatives” aimed at repositioning the Nigerian economy, strengthening institutions and creating the foundation for long-term development.
The group specifically cited the administration’s petroleum-sector reforms, which it said had contributed to an end to perennial fuel scarcity and encouraged the emergence and expansion of private refineries.
It also listed increased stability in the foreign exchange market, higher government revenue and foreign reserves, efforts toward greater Local Government autonomy, police and internal security reforms, the Nigerian Education Loan Fund (NELFUND), tax reforms and major road infrastructure projects in Abuja and other parts of the country.
“While these reforms have come with short-term challenges, we believe they are difficult but necessary steps towards a more sustainable, prosperous and better governed Nigeria,” HAI said.
As part of Wednesday’s opening activation, the organisation said about 40 colourfully dressed human mascots would be positioned at major roundabouts, markets, motor parks and other high-traffic areas across the Federal Capital Territory.
The mascots are expected to carry branded banners promoting Tinubu’s second-term bid, marking an unconventional attempt to take political messaging beyond conventional rallies and campaign events.
HAI said the street mobilisation would complement its wider media and digital campaign, with subsequent activities expected to expand beyond Abuja.
At the same time, the organisation will launch a city-wide SMS mobilisation campaign designed to establish a direct communication channel with residents and disseminate its messages ahead of the 2027 election.
The SMS initiative, according to the group, represents the first stage of a wider mobilisation programme that will be expanded as the election draws closer.
A major component of the campaign is a weekly Pidgin-language radio programme titled “Wetin Tinubu Don Do Sef”, through which HAI intends to explain government policies, programmes and projects in language it considers more accessible to ordinary Nigerians.
Each edition will focus on a particular policy area, examining its implementation, impact and potential benefits to citizens.
HAI said the programme would feature a host alongside regular guests or co-hosts, with expert perspectives and citizen voices incorporated where appropriate.
The group said the radio programme would pay particular attention to issues including the economy, education, security, infrastructure and NELFUND, which it believes require greater public awareness.
The opening phase will also feature an original campaign jingle inspired by Nigeria’s long tradition of political music and memorable campaign anthems.
HAI said the jingle draws inspiration from the tradition associated with historic Nigerian political campaigns, including the widely remembered Hope ’93 campaign linked to the late Chief M.K.O. Abiola.
The organisation described the four initiatives — street mobilisation, SMS messaging, radio programming and the campaign jingle — as only the beginning of a broader political communication strategy.
According to HAI, subsequent phases will examine the Tinubu administration’s policies and programmes across critical sectors, including economic reforms, education, security and infrastructure.
The group said the campaign would seek not only to mobilise support for Tinubu but also to communicate what it considers the administration’s achievements and provide explanations of policies that have generated public debate.
The August 19 activation is therefore expected to mark the beginning of a sustained grassroots campaign by HAI as political parties, support groups and other interests gradually intensify preparations for the 2027 presidential election.

The Chairman of the Lake Chad Basin Governor’s Forum and the Executive Governor of Yobe State, Hon. Mai Mala Buni CON, COMN, have appreciated President Bola Ahmed Tinubu GCFR for his commitment to regional peace, security, and cooperation among the member states.
The chairman showed appreciation today when he visited the headquarters of the Lake Chad Basin Commission in N’Djamena, Chad Republic.
According to Governor Buni, “You have no doubt taken this responsibility at a consequential moment for the Lake Chad Basin, one in which our shared security, stabilization, and development challenges demand stronger political coordination, deeper institutional partnership, and a renewed sense of common purpose.
He further maintained that, “As chairman of the Governor’s Forum, I assure you of our readiness to work closely with you in advancing this common agenda and to achieve our set targets,” he added.
Governor Mai Mala Buni congratulated the new executive secretary of the commission, Ambassador Ibrahim Babani, assuring him of a cordial working relationship between the forum and the commission.
He changed the commission to deepen engagements with the African Union, UNDP, international financial institutions, bilateral partners, and other stakeholders to achieve its targets.
Governor Buni also visited the headquarters of the multinational joint task force and shared their experiences and challenges in the fight against terrorism in the Lake Chad region.
