Persistent Dedication: China’s 15th Five-Year Plan to Continue the Development Miracle

A foreign head of state used to tell Chinese President Xi Jinping, “China has a major advantage, which is always formulating various plans and ensuring they are fully implemented.” One of the most representative examples he noted is the Five-Year Plan for National Economic and Social Development. President Xi Jingping emphasized that the formulation and implementation of these well-designed five-year plans reflect important experience on governance of the Communist Party of China (CPC) and represent a significant political advantage of socialism with Chinese characteristics.

In October, during the Fourth Plenary Session of the 20th Central Committee of the CPC in Beijing, the Recommendations of the Central Committee of the Communist Party of China for Formulating the 15th Five-Year Plan for National Economic and Social Development was adopted. Once reviewed and approved next year by the National People’s Congress, the plan will become the 15th Five-Year Plan since the founding of the People’s Republic of China, providing top-level design and strategic guidance for China’s economic and social development over the next five years and outlining a dynamic blueprint that captures the momentum of the times.

Since its founding in 1949, the People’s Republic of China has successfully implemented 14 Five-Year Plans spanning more than seven decades. Through the sustained efforts of successive generations, the country has steadily transformed itself from a poor and backward nation into the world’s second-largest economy and largest manufacturing hub. Throughout this period, Chinese society has maintained enduring harmony and stability, with its people living and working in peace and contentment and its per capita GDP now exceeding $13,000. These achievements exemplify what has been termed the “Two Miracles” — rapid economic growth coupled with long-term social stability — a phenomenon rarely seen elsewhere in the world. Central to this success is the distinctive Chinese approach to Five-Year Planning.

During the 14th Five-Year Plan period, China saw its economic and technological strength as well as its comprehensive national strength leap to a new level, and Chinese modernization made solid new strides. China’s economic strength rose substantially, its global influence was further enhanced, and its scientific and technological capabilities gained global attention. In 2024, China’s GDP reached 18.9 trillion USD (based on the average annual exchange rate), firmly maintaining its position as the world’s second-largest economy. China’s annual contribution to global economic growth remains around 30%, making it one of the most stable and reliable sources of global economic development, fully demonstrating the resilience and vitality of a major economy, and becoming one of the fastest-growing countries in terms of innovation capacity.

At the 20th National Congress of the Communist Party of China, the goal was set to basically achieve socialist modernization from 2020 to 2035. The 14th Five-Year Plan period (2021–2025), representing the first phase of this timeline, has achieved a strong start. The subsequent period from 2026 to 2030, which falls under the 15th Five-Year Plan, will be a crucial stage for consolidating the foundation and achieving all-out progress to basically achieve socialist modernization by 2035. As such, it will serve as a key link between the past and the future. A well-formulated and effectively implemented 15th Five-Year Plan will lay a more solid foundation for reaching this goal. The 15th Five-Year Plan will continue to focus on promoting high-quality development as its central theme and set out the guiding principles, major objectives, strategic tasks, and significant measures for economic and social development over the next five years, thereby drawing a grand blueprint for economic and social development.

Looking ahead, China’s development prospects are bright. By leveraging the strengths of socialism with Chinese characteristics, China’s enormous market, its complete industrial system, and its abundant human resources and under the strong leadership of the CPC, the Chinese people will pool their strength and turn this grand blueprint into reality through sustained and determined efforts.

Formulating and implementing Five-Year Plans with Chinese characteristics not only injects sustained momentum and stability into China’s own development, but also offers a new governance paradigm for many Global South countries that have been exploring modernization—namely, a “long-termism” development approach that is self-reliant and sustainable. Chinese modernization will provide important references and practical opportunities for Nigeria and other African countries to achieve economic transformation, advance industrialization, and enhance self-reliant development capacity. Within framework of the Forum on China-Africa Cooperation (FOCAC) and of the Belt and Road Initiative (BRI), China is willing to strengthen governance experience-sharing and development strategy alignment with Nigeria, deepen practical cooperation between the two countries across various fields. The two countries will work together to implement zero-tariff policies through negotiation and signing of joint development economic partnership agreements, therefore enabling Nigeria to unlock its development potential, strengthen its endogenous driving force, and promote the building of a high-level China-Nigeria community with a shared future.

Strike: Gombe tertiary institutions issue 14-Day ultimatum over unpaid entitlements

The Joint Union of Gombe State Tertiary Institutions (JOUGTIN) has issued a 14-day ultimatum to the Gombe State Government to address outstanding staff welfare entitlements and implement agreed conditions of service across public tertiary institutions in the state.

The union, comprising the Colleges of Education Academic Staff Union (COEASU), Academic Staff Union of Polytechnics (ASUP), Senior Staff Union of Colleges of Education in Nigeria (SSUCOEN), Senior Staff Association of Nigerian Polytechnics (SSANIP), and Non-Academic Staff Union of Educational and Associated Institutions (NASU), issued the ultimatum in a communiqué dated August 17, 2026.

According to the unions, the outstanding issues have persisted despite several engagements with relevant government authorities.

JOUGTIN acknowledged the efforts of Governor Muhammadu Inuwa Yahaya in supporting tertiary education in the state, but said several critical staff welfare matters remain unresolved.

Among the issues raised are the non-implementation of the consolidated ₦70,000 national minimum wage and its consequential adjustments for staff of public tertiary institutions.

The unions also demanded the implementation of approved 25 per cent and 35 per cent CONPCASS/CONTISS salary adjustments, payment of outstanding consequential adjustments arising from the ₦30,000 minimum wage, and payment of approved wage awards, palliatives and other relief measures introduced in response to economic hardship.

Other demands include the implementation of outstanding staff promotions, payment of promotion arrears, some of which the unions said date back several years, annual salary increments, and the implementation of approved CATA and CONTTA allowances.

JOUGTIN said the continued failure to address the issues had placed a heavy financial burden on workers and their families, while negatively affecting staff morale, productivity and industrial relations in the tertiary education sector.

The union said it had exhausted various avenues of dialogue and constructive engagement before resorting to the 14-day ultimatum.

It therefore called on the state government to take “concrete, verifiable and meaningful steps” towards resolving the outstanding demands within the stipulated period.

JOUGTIN warned that failure to secure satisfactory action within 14 days would compel the unions to commence further legitimate industrial action, including an indefinite strike, without further notice.

The unions, however, said they remained committed to dialogue, mutual respect and peaceful engagement, stressing that the ultimatum was not intended to undermine their relationship with the government.

They appealed to parents, students, traditional and community leaders, civil society organisations and members of the public to understand the circumstances behind their action and support efforts to achieve a lasting resolution.

The unions expressed hope that the government would respond positively to their demands in the interest of industrial harmony, staff welfare, uninterrupted academic activities and the sustainable development of tertiary education in Gombe State.

The Executive Governor of Yobe State, Hon. Mai Mala Buni, CON, COMN, has called on the traditional rulers in the state to remain custodians of our heritage and to lead prayers for peace and unity among the citizens of the state.

He said our traditional institutions must continue to promote mutual respect, brotherhood, and peaceful coexistence, noting that the peace and stability we enjoy in Yobe State today must be protected by all of us.

The governor stated this today at Potiskum, the headquarters of the Fika emirate council, while attending a special prayer session marking the 70th birthday anniversary of the Emir of Fika and Chairman of the Yobe State Council of Traditional Rulers, HRH Alhaji Dr. Muhammadu Abali Ibn Muhammadu Idrissa, CON, CFR.

The Yobe State APC gubernatorial candidate, Alhaji Baba Mallam Wali MNI, FCAN, ably represented the governor. The emirate offered prayers for the continued peace, unity, and prosperity of Yobe State and the success of Governor Buni and the incoming governor, inshallah, Alhaji Baba Malam Wali MNI FCAN.

In his remarks, His Royal Father, the emir of Fika, Alhaji Dr. Muhammadu Abali Ibn Muhammadu Idrissa, CON, CFR, thanked His Excellency, Governor Mai Mala Buni, CON, COMN, for his support and called on citizens to be law-abiding, adding that there is no wealth greater than peace.

The emir also called on the people to pray for a bumper harvest this year’s farming season, as well as charged them to love one another and always promote peace in all their endeavors.

Buni urged youths in Yobe to actively participate in elections for competent candidates

Yobe State Governor Hon. Mai Mala Buni CON, COMN, has charged the youth in the state to participate actively in all the elections of competent persons for various political offices in the state and Nigeria.

He also assured the youth in the state that they have a prosperous future in their lives.

Governor Buni stated this at a two-day retreat organized by the Coalition of All Progressives Congress (APC) Political Organizations (COYAPO).

According to him, the youth constitute the larger population of the state; therefore, you must be actively involved to shape the politics and leadership of the state.

In his earlier address, the Director General of COYAPO, Alhaji Babagana Modu alias Bature Goniri, commended Governor Mai Mala Buni for the opportunity extended to youth in the state to participate in governance.
