Governor Babagana Umara Zulum of Borno State has approved the release of N5.81 billion to clear a substantial backlog of gratuities owed to retired civil servants and the families of deceased workers, in one of the state’s biggest pension settlement exercises aimed at easing the hardship facing former public servants.
The governor presented cheques valued at N5,814,830,271.94 on Friday at the Government House in Maiduguri before representatives of organised labour and the Nigerian Union of Pensioners, reaffirming his administration’s commitment to meeting workers’ welfare obligations.
Of the total sum, N2.99 billion will be used to settle all outstanding gratuities owed to the families of deceased civil servants, while N2.82 billion will clear gratuities for retirees up to December 2022, including outstanding entitlements owed to staff of the Borno State Housing Corporation dating back to 2013.

Zulum said the intervention fulfils a major campaign promise and is intended to provide relief to families that have endured years of financial uncertainty.
“We have quite a number of civil servants who have lost their lives, and their families are still battling with life’s challenges. We are presenting about three billion naira to the families of deceased civil servants so they can continue to live in peace and dignity,” the governor said.
He added that with the latest payment, all retired civil servants up to 2022 would receive their gratuities in full, while the government would immediately begin processing payments for those who retired in 2023.
The latest disbursement adds to a series of interventions by the Zulum administration to address pension liabilities. The state currently releases N200 million monthly for gratuity payments. In 2025, the government approved N8 billion for pensioners’ entitlements and teachers’ gratuities, while N12 billion was disbursed in 2020 to settle benefits owed to about 5,000 retired state and local government workers.
Commissioner for Finance, Lawan Dalorima, described the payment as further evidence of the administration’s commitment to honouring workers who dedicated their careers to public service.
According to him, despite competing financial demands, the government has continued to prioritise the welfare of citizens, particularly retirees.
The organised labour movement welcomed the development, with the Vice Chairman of the Nigeria Labour Congress in the state, Mamman Bukar, describing the payment as timely and capable of reducing the economic hardship confronting pensioners and the families of deceased workers.
He said the exercise would strengthen workers’ confidence in the government’s commitment to fulfilling its obligations.
Meanwhile, Zulum also assured local government employees that his administration is preparing measures to improve their welfare.
The governor acknowledged that local government workers face numerous challenges but explained that the size of the workforce has constrained the implementation of broader welfare reforms.
He said the state government would soon meet with leaders of local government workers to identify practical solutions.
“Borno State Government is very much aware of some of the problems facing local government employees. Very soon, we shall engage with you and see how we can address your challenges,” he said.
The cheque presentation ceremony was attended by senior government officials, members of the National Assembly, labour leaders, permanent secretaries and other top dignitaries.

The Inspector-General of Police, IGP Olatunji Rilwan Disu, psc (+), NPM, has arrived at the Niger State Government House in Minna over the deaths of 37 suspected illegal miners who reportedly died while in the custody of the Nigeria Security and Civil Defence Corps (NSCDC).
The IGP was received by Niger State Governor, Mohammed Umaru Bago, during the visit, where he commiserated with the state government and the families affected by the incident.
Disu assured the governor of a thorough, transparent and comprehensive investigation to establish the circumstances surrounding the deaths and determine what led to the loss of lives while the suspects were in government custody.
The visit comes amid growing concern over the incident, with President Bola Tinubu ordering a full and transparent investigation and warning that the Federal Government would not tolerate deaths resulting from official negligence, abuse, inhumane treatment or dereliction of duty.
The Niger State Government has also constituted a Committee of Inquiry, while the NSCDC Commandant General has suspended the Niger State Commandant, Suberu Siyaka Aniviye, and members of his team pending investigations.

The Federal Government has constituted a 10-member independent committee to investigate the reported deaths of 37 people detained by the Nigeria Security and Civil Defence Corps (NSCDC) in Niger State over alleged illegal mining.
The Minister of Interior, Olubunmi Tunji-Ojo, announced the development in a statement on Saturday, September 19, 2026, following President Bola Ahmed Tinubu’s directive for a comprehensive, transparent and unhindered investigation into the incident, which occurred on Thursday, September 17.
The Minister also ordered the suspension of all officers allegedly involved in the incident, pending the outcome of the investigation, in addition to the earlier suspension of the Niger State Commandant of the NSCDC.
Tunji-Ojo described the reported deaths as deeply disturbing, stressing that the government owes the families of the deceased and the Nigerian public a transparent account of what happened.
He said the committee would establish the identities of the deceased and investigate the circumstances surrounding their arrest, detention and deaths.
The committee is also expected to determine responsibility, complicity, negligence or misconduct, and recommend appropriate sanctions, compensation where applicable, as well as measures to prevent a recurrence.
The Minister directed the NSCDC leadership and all relevant personnel to fully cooperate with the investigation and ensure that all records and material evidence connected to the incident are preserved and made available to the panel.
“Any attempt to destroy or conceal evidence, intimidate witnesses or obstruct the investigation will be treated as a serious offence,” the Minister warned.
The committee is chaired by Mr Jonathan Kure, mni, a retired Deputy Director-General of the Department of State Services, while Prof. Isa Hayatu Chiroma, SAN, former Director-General of the Nigeria Law School, will serve as Secretary.
Other members are retired AIG Hosea Hassan Karma; Prof. Olayinka Buhari, Professor of Histopathology and former Chief Medical Director of the University of Ilorin Teaching Hospital; a representative of the Minna Emirate Council; a representative of the Niger State Government; Alhaji Liman Sulaiman, National Secretary of the Miners Association of Nigeria; lawyer and human rights activist Deji Adeyanju; Mrs Zainab Suleiman Okino of Blueprint Newspaper; and Dr George Agbakahi, a public affairs analyst.
The committee has two weeks to complete its assignment and submit its report to the Minister.
It has also been empowered to co-opt relevant experts, access necessary facilities and documents, visit locations connected to the incident and receive memoranda from members of the public.
Meanwhile, 20 additional NSCDC personnel have been suspended in connection with the incident.
Those suspended include the Officer-in-Charge of Station Guard, SC Usman Isah Ndamaka; Station Guard personnel ASCI Hassan Mohammed and CCA Bala Mohammed; Arresting Officer/OIC Investigation, CSC Oluwadare Sunday; Arresting Officers DCC Obafemi Elvis and CSC Annas Shitto Lamino; HOD Intelligence/Investigation, DCC Philip Ajayi; O/C Legal, ACC Barr. Stephen Tsado; and Day/Night Duty Officer, ASCI Alhassan Mohammed.
Others are IC Abdullahi Sale, IC Mohammed Sonfada, CAI Liman Abubakar, CAI Bala Usman, IC Mohammed Jiya, DSC Isah Suleiman, CAI Ahmed Wushishi, IC Sale Adamu, IC Haruna Mohammed, ASCI Aliyu Sallah and CAI Isah Sanusi.
The Minister expressed condolences to the families of those who died and appealed for calm as the independent investigation gets underway.

Troops foil kidnapping attempt, rescue three victims in Katsina

Troops of Sector 2, Operation FANSAN YAMMA, have foiled a kidnapping attempt along the Dandume–Damari road in Dandume Local Government Area of Katsina State, rescuing three abducted men and recovering an abandoned vehicle.
The troops responded swiftly to a distress call from local residents reporting an ongoing abduction along the road. On arrival at the location, the troops made contact with the armed bandits and engaged them, forcing the criminals to flee into the surrounding bushes.

In their haste to escape, the bandits abandoned their victims and a black Volkswagen Golf vehicle. The troops subsequently pursued the fleeing criminals, cleared the immediate area and rescued the three male victims unharmed.
The rescued victims were subjected to preliminary security checks and provided necessary assistance before being allowed to continue their journey safely.

No casualty was recorded among the troops during the encounter.
The successful operation further highlights the sustained efforts by troops of Operation FANSAN YAMMA to disrupt criminal activities and deny bandits freedom of action across Katsina State.
The troops have continued day and night security patrols along critical routes and communities in Dandume, Malumfashi and Dutsin-Ma, as well as around educational institutions and other public facilities, to strengthen security and protect residents.
